Fuengirola Town Hall Opens Tender for Marenostrum Festival Management to Achieve Self-Sufficiency

Fuengirola’s city hall is set to hand the reins of its flagship summer event to a private partner, announcing a tender for a new venue manager for the Marenostrum festival. The move signals a shift from municipal oversight to a self‑sufficient, privately run model aimed at freeing the town’s coffers while preserving the festival’s cultural momentum.

The Marenostrum festival, staged on the grounds of the historic Sohail Castle, drew 191,573 attendees across 35 concerts last year, ranking second in national attendance. Its lineup has featured global stars such as Rosalía, Bob Dylan, Jennifer Lopez and Sting, and the venue’s seaside setting and Arab fortress backdrop have made it a staple of the Costa del Sol music calendar for eleven years.

Under the new arrangement, the concessionaire will shoulder all site‑setup and maintenance costs, sparing the municipality more than one million euros annually. In exchange, the town hall will receive a fixed fee of €6,000 per year plus a variable payment linked to the concessionaire’s profits. The concessionaire will have exclusive access to the venue for six months a year—typically April to September—over a non‑renewable twelve‑year period. Events will be capped at three months, with the remaining time dedicated to preparation and maintenance.

The tender is for a venue manager, not a promoter. The town hall requires the chosen partner to remain open to all promoters that have previously worked at Marenostrum, rather than limiting bookings to its own labels. Additional responsibilities include preserving the site’s status as a Bien de Interés Cultural (BIC), conducting a noise impact assessment, developing a transport plan, and implementing a promotional strategy that highlights Fuengirola.

A competitive field of joint ventures has emerged. Last Tour, known for events such as Bilbao BBK Live, is bidding alongside 33 Producciones, a tour‑management firm, and RocknRolla Producciones, an independent promoter with venue‑management experience. Green Cow Music has partnered with The Music Republic and Riff Producciones, both part of the Superstruct ecosystem that runs festivals like Arenal Sound and Sónar. Another consortium includes ProVenue (linked to Movistar Arena), Global Talent Service, Grupo Concert Tour, Sponsory Media Group, and the Malaga‑based Mundo, which runs the 101 Music Festival.

Most of these entities have operated concerts at Marenostrum for the past eleven years and are familiar with the venue’s logistics. The town hall stresses that the new manager must maintain the festival’s spirit while ensuring compliance with the tender’s technical and cultural requirements.

The documentation review phase is ongoing. If all deadlines are met, the contracting committee will announce its decision by mid‑August, allowing the winning bidder to begin operations in October. The change is part of a long‑planned strategy that was delayed by the Covid‑19 pandemic.

Fuengirola’s decision reflects a broader trend in the live‑events sector, where municipalities seek to reduce public spending while preserving cultural assets. By transferring operational responsibilities to a private partner, the town aims to sustain Marenostrum’s growth and continue offering a high‑profile music experience to the Costa del Sol region.

The outcome of the tender will determine whether Marenostrum remains a municipal asset or becomes a fully autonomous festival, with implications for local tourism, cultural heritage, and the Spanish live‑events market.
